Official Ruling
You choose which lands to untap as the triggered ability resolves. They aren't targeted, and they don't have to be lands that you control.

Cloud of Faeries was banned in pauper on January 18, 2016. The format currently has poor color balance. Because of all the card-drawers here, it is difficult for non-blue decks to defeat this deck. In the interest of color diversity, Cloud of Faeries is banned from Pauper. Source: https://magic.wizards.com/en/news/news/january-18-2016-banned-and-restricted-announcement-2016-01-18
